Monthly SEO - What does it actually mean and what is being offered

Hi everyone,

I'm curious to know what people are offering in their basic SEO monthly plan. For example I came across a agency that offers 3 plans, to keep this short I will only list the one basic plan.

Cost $1100/monthly
10 Hours of SEO
XML Sitemap
1 Website Audit
Standard Growth
On-Page Optimization

The question I have is, if a website (my website) is already optimized, and no new blogs post or new content is being added at the moment, what other SEO can be done? I understand one can look for errors (on-page) and track keyword ranks progress but just curious what others are offering in their basic monthly plan?

Adding Citations for local SEO?
Page optimization if a new blog post/page is added?
