Landscaping SEO referral

I'm fairly ignorant to this process and always behind the times. How do I go about finding someone to do quality SEO for our landscaping company in Texas?

Another landscape contractor referred me to a company that is supposedly experts in the industry - but their lower-end packages start at 30k/year and they were fairly insistent that closer to 50-60k would need to be spent per year. This is way far out of my budget.
