How Do You Write Titles & H1 Tags for Keywords That Don't Make Sense in a Sentence?

Let's say I'm trying to optimize a page for keyword "Tailors Seattle" (sure I could pick a different word, but this one has high volume/low kw difficulty)

How on earth do I put that in a title tag/h1 tag on my site without it looking spammy? Or would Tailors in Seattle rank the same as Tailors Seattle? The thing is, the way people are searching is not necessarily the best way to say it on my website.

Am I overthinking this and can just switch my tags over to Seatttle Tailors or Tailors in Seattle? I know Google will show my page for both queries, but does it make a difference? Will I not rank as high for Tailors Seattle if my title/meta/h1/content are all talking about Seattle Tailors?
