Blogging on two Root Domains Country Specific?

Hi,

Have ecomm store one for Canada one for USA, currently we run .com .ca and based on IP we notify customer of location restrictions. We are going to start blogging, do i need to duplicate the content on both stores and have canonical tags referring to the .com site as the original content? Will i get duplicat content penalties?

What would you do.
