Linking owned sites to each other?

I have multiple sites for my construction trade in a big local city.

Question: If I were to link them to each other would there be backlink benefit or would it get penalised as black hat?

Alternatively If I link 1 of my ranked sites to an unranked site would the ranked site lose seo power?
