seo strategy and goals

Hello guys. I want to write seo strategy and goals for b2b company and app development company. I did research and I know that I have to target audience, identify topics, plan content, link building and choose seo goals. I have too many thoughts right now because every website provides different kind of seo strategy and how should i know which one is better for me? Could you suggest your example? Would appreciate your help!
