Pillar page question

So, I’ve been reading up on pillar pages lately and I’ve run into a few questions:

1. Are the pages that you link to on your pillar pages not supposed to link to other content that falls into the category of other pillar pages?
2. What do you do if you have services that are complementary that you would like to link to, but you have content separated on different pages?
