How to find quality backlinks

I currently work in a pretty niche industry, working on creating a blog to help with bringing in new leads and push us ahead of the competition. The biggest problem I'm having is backlinks.

I can't find other blogs or pages to gain meaningful backlinks from. There aren't other blogs to guest post with or neutral sites that are relevant. There's just the competition, and they're obviously not going to recommend checking out our resources to help with a customer's purchase. There are some forum pages, but these are mostly everyday people asking for tips or how-tos, and I'm not sure that they'd care about having to add hyperlinks to their posts to help out a business.

I'm just looking for some advice on what to do in this situation? What's the best way to find backlinks when working in such a small niche?
