Copycat website rank

I was googling using some keywords related to my website and noticed a website positioned higher than me. And I found out that someone completely scrapped my website, it's structure and all the articles are copy-pastes of my articles (with minor corrections). Thought the design of the copycat is original, and actually is not too bad. The domain is 20 days old, no backlinks. My question is - how is this possible, this clone is higher than me in search? I've spent like a year writing original content to get to the top search results. Why did google position them so high?

And please suggest what is the best way to proceed in this situation to take them down or what can I do? Thank you
