Links Google Ignore

is there a good way to gauge if Semrush back link analysis can show me ones Google may ignore. I hear a lot about Google ignoring links Vs using Disavow but I find it hard to see how many true links I have and how many and what the links are Google ignores. Any other tools people use to see if Google a has indexed the backlink and b if Google ignores the link?
