Best Keyword Strategy?

Looking to update and enhance my website. What’s a good strategy when optimizing for keywords. For example are you creating a page for multiple individual keywords or are you trying to target multiple keywords that are related on one specific page? For instance “ buy cloth’s and towel” vs page for each “ cloth’s ” & “towels”.
