Is a purely content driven strategy likely to be successful for ranking and traffic?

High!

I am working on a project that is cannabis related hence no real direct way to do the marketing.

A lot of the high ranking website appear to have paid news websites to feature their products and link back.

This strategy costs a lot of money and is obviously an unnatural tactic.

So I was thinking of just purely doing content marketing and publishing lots of relevant articles on my own website without buying links or doing anything unnatural.

How successful do you think a pure content driven strategy will be for ranking and traffic?
