Best way to reach out to agencies ?

Over the last week I’ve been pushing my new link building service out to the general public using social media and stuff like that. Done alright but this week I want to focus on the agencies with an offer to show what I can do.

Question is , what would be the best way to contact them ? Emails I’m not too sure as loads get ignored. Facebook? Instagram? Phone call ?
