MULTIPLE Canonical URL

Hello guys,

1. Say, i am pulling content from 3 diff websites n putting it on my site in a single page. Can I have 3 canonical URLs?

2. US govt sites say that we can reuse their content. If we dont rewrite the copy, and use it as is, and dont use canonical url, would that be ok? R goog will still punish for duplicate content?
