How do you rank for near me searches where you don't have an actual location and you are merely a listing or directory service?

Example 1 - if you google "Aviation Museums near me" there are some results that show locations but just below there is a bunch of websites which are more directories. These websites that are in the top 3 aren't actually aviation museums, they're just websites with lists of aviation museums.

Example 2 - If you search "Hockey Clubs Near Me" you get a usahockey website. Thats not an actual hockey club near me but it made it to the top 1 spot.

Any tips would be appreciated!
