Vape industry related question - please help!

So apparently in Canada they are coming out with legislation that the entire vaping related websites needs to be behind a login / registration with age verification / ID scan - a simple button with "yes I am of legal age" or a form where they select there age is not enough.

How is everyone else dealing with this? Who offers the best age verification software with ID scan? We are running a WordPress website with WooCommerce.

Also in terms of SEO - if bots can't crawl a website hidden behind a membership with age verifcation / ID scan then we will lose all rankings and be de-indexed. How can we make sure that Google still crawls and indexes our pages?

For our purposes, would it technically be blackhat if we served a "different" version (actually the same as what logged in users would see) to bots? What is everyone doing in regards to this?
