What on earth is going on with Google?

Our website has been hit almost a year ago with a Manual Action. We waited and waited since the first reconsideration request sent, they rejected it about 6 months later. Then, the second reconsideration request couldn't be reviewed because of Cloudflare's geoban (which banned India's IPs from browsing our site due to immense amount of spam) - lifted that as well, and doing 3x times work with links pointing to our site to disavow them thanks to the free spam we get now, still no positive response from Google (but they do keep spam sites ranking high).

Any clues on how to reach Google directly? It's annoying, killed us in sales (e-commerce site), and it's like a grey, grey area where we feel as if we're walking over eggshells trying not to annoy Google...
