Why is my business not showing up on Maps when searching my service?

When I search "web design (city)" it's not showing up. When web design is my primary service. I just have my brand name as the title right now. And I tried adding the keyword to the title in the past which had me on the 3rd page for a bit.

Is there any way to let Google know that I should be included in 'web design' and 'website design' searches?

I have my citations in order. But I still need to list my address somewhere on my website.
